I think it is appropriate to introduce some intertia into the system
now, anyway.  Before major new features are added, we need group
discussion and review.  This will make sure that everyone agrees that
scripts can be broken to add new functionality, and keep new features
from taking us by surprise.  Conversely, if a proposed feature is not
adopted, we will know that it is left to user-code.

Bug fixes are, of course, a different matter, and can be addressed
when found.  But as for new good stuff, make the "ISIS Committee" do
some work.
