fyi, in the current isis release, load_data supports a
'min_stat_err' qualifier that allows you to specify the minimum
valid statistical error when a dataset is loaded.

I think this is a better way to handle validation of input
statistical errors and is less error prone than setting the
global default to 1.e-30.

To keep the grouping specified in the PHA file,
set
   Isis_Use_PHA_Grouping=1
