Hmmm.  Doing a Google search on that error, I find this bit of obscure advice
about the FTP:

"Go to Settings->Connection
and set the Data Connection mode to "Active Mode (PORT)"

if you use a favorite do the same in the favorite item settings."

And I've seen a few other web pages say similar things.

However, in the short term, I have placed a copy of the ISIS manual at:

	http://space.mit.edu/home/mnowak/data/ISIS_manual.pdf

(It's pretty close to the latest version.)
