Unfortunately, the short answer is that this functionality was
never fully implemented, mainly because the required database
content was not available.

For this feature to work in model computations, the APED
database must contain per-ion continua as a function of
temperature.  As far as I'm aware, no such APED database is
publicly available.

When I worked on implementing this feature, I was using a
prototype of a non-equilibrium database that did contain
per-ion continua. But that prototype database was for
testing/development purposes only and shouldn't be used for
quantitative work.

In any case, when looking up continua in the APED database, the
currently released isis code has the (Z,q) lookup parameters
hard-coded at Z=0,q=-1 (which partially explains the error
message you saw) because those values were consistent with the
content of the currently available APED database.

If the per-ion continuua are now available and/or if there's
sufficient interest in making this feature work, I can look
into it further.
