When isis executes the mkcflow model, it's using exactly the
same code and reference data as the corresponding xspec
installation would use. Isis doesn't change the meaning of the
parameters of any of the xspec models.

As long as the the APEC emissivities are found where the model
expects them (meaning that all necessary environment variables
have been set, necessary data files installed, etc.), then the
switch should have the effect described in the xspec
documentation.
