Did you actually compile the xspec local model?

On a csh, you have to do (after HEADAS is activated)

   cd /home/gluna/
   setenv LMODDIR `pwd`
   hmake distclean
   cd $HEADAS/../spectral/xspec/src/local_mod
   hmake
