Re: conf() for tied params

Note that the "tie" operation has a master/slave(s)
quality to it:

isis>  tie (ip_master, [ip_slave1, ip_slave2]);

and it's not the same as "make all of these parameters
equivalent", so conf() can be run only on the ip_master.
