HRC_QE.fits : HRC QE (MCP*filter) for each MCP and each filter section
of HRC-S.   


The bintable extensions hold the QE for different MCP/region.  Each
table has energy (ENERGY), QE (QE), and QE uncertainty (DQE).  The
uncertainties were made up to be 1% of the QE.
