Made new ACIS qe files, with higher resolution input data.
Also, used quoted systematic uncertainties in the release notes to
make sys_min columns.

Applied pruning to 0.1% accuracy in linear interpolation.
Requires about 2000 points out of input table of 65000 (after applying
filter transmission).
