Gravity waves contribute only to fairly large angular scales. Since I've normalized so that the quadrupole (left end) stays constant in this movie, it therefore appears to suppress the small-scale power. This movie assumes that the spectral index n_t of the gravity waves is related to their amplitude r relative to scalar fluctuations by the standard inflationary formula of Lyth & Liddle: r = -7 n_t.
